    The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Technical Evaluation Panel Chairperson Services (TEP Chair Services). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611 Administrative Management and General Management Consulting Services. This requirement seeks only woman-owned small businesses. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort contained in the attached draft performance work statement (PWS), with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Additional information on the required services is listed below and in Attachment A – Performance Work Statement (PWS). Please be advised that the attached PWS is a DRAFT of the anticipated required services to be provided and performed. Background: Ginnie Mae is a government-owned corporation within the U.S. Department of Housing and Urban Development. Its mission and purpose are to bring global capital into the housing finance system – a system that runs through the core of our Nation’s economy – while minimizing risk to the taxpayers. Established by Congress in 1968, Ginnie Mae’s statutory purpose is to ensure that adequate capital is available to finance affordable single-family homes and rental housing and to provide liquidity in times of economic stress. Ginnie Mae does not originate mortgage loans, nor does it buy or sell securities or loans for investment purposes. Rather, it guarantees investors the timely payment of principal and interest on securities backed by loans insured or guaranteed by other Federal Government housing agencies. Ginnie Mae is the primary financing mechanism for all Government-insured or Government-guaranteed mortgages. The role of the Technical Evaluation Panel (TEP) Chair is to evaluate offeror proposals and provide technical expertise to the Department to ensure fair and impartial evaluation of proposals. The objective of the TEP Chair is to provide a contracting vehicle for acquiring high-level consulting services to HUD management in the overall implementation and management of HUD's Strategic Plan. The TEP Chair contract will consist of a pre-determined number of high priority projects that require significant monitoring and oversight, as well as clear and frequent communication and engagement throughout the organization. The TEP Chair is also intended to secure the services of Contractors who are able to help define, engage and then manage, the process in an effort to significantly transform the way HUD does business.
