Initial: In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to existing DLA Distribution Contract SP3300-21-D-5002 on a sole source basis to Olgoonik Federal, LLC. This contract provides labor to support workload surges, unforeseen/unplanned workload, contingency operations and special projects. The modification would increase the ceiling amount as the contract has been outpacing the anticipated spend rate. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Olgoonik Federal, LLC is capable of providing the services at this time; award to any other source will result in unacceptable delays and would preclude DLA from reacting timely to requirements. This action could not have been overcome by advanced planning given the nature of this contract, which is to support unplanned, unforeseen requirements. If the contract ceiling is not increased to accommodate the known and anticipated requirements of this contract, as well as any unplanned requirements, DLA Distribution would not have a contract vehicle to provide services within the scope of this contract to support DLA and its customers mission. The modification to current contract SP3300-21-D-5002 will serve as a temporary solution to fulfill immediate mission requirements. A follow-on procurement is in process. The justification and approval for this ceiling increase will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
