ABMC understands that it will take time to form teams and to prepare a proposal and that the geographical range of this RFP is vast. ABMC will evaluate proposals based on technical capability, solution quality, cost, regulatory compliance, and past performance. ABMC prefers a single award covering all locations, but reserves the right to make one award, multiple awards by site or region, or no award for certain locations if that approach provides better value, reduces risk, or better supports mission requirements. Site assignments may be based on geographic coverage, service availability, demonstrated capability, price, and compliance with applicable requirements. If ABMC awards multiple contracts, each awarded contractor shall perform all work and meet all requirements for the Locations assigned under its contract. ABMC may exclude specific Locations from award if a proposal does not meet technical, operational, or regulatory requirements, or if agency priorities change before award. Any decision not to award certain Locations shall not affect the validity of awards made for other locations.
