    Response Format: Capability Matrix

    1. PURPOSE

    The Department of War (DoW) is conducting annual market research to assess the current landscape of industry partners capable of providing comprehensive protective security services IAW 10 USC § 2465. This research will help inform the GPS program management team is an official on-ramp should occur on the $10.3B GPS program.

    This is not a solicitation for a task order or a formal on-ramp request. This is a sources-sought only.

    2. VENDOR CAPABILITY & MTTR STANDARD

    Vendors shall review the provided GPS solicitation documents and attachments, and provide a response demonstrating their capability to meet the Minimum Technical Threshold Rating (MTTR) of 80%, as defined in the Highest Technically Rated Offeror (HTRO) Matrix.

    Offerors that do not currently meet the 80% MTTR shall provide a detailed gap analysis, including a projected timeline for achieving the standard based on current development or operational projections.

    3. SUBMISSION INSTRUCTIONS

    Offerors shall submit their response to the VENDOR CAPABILITY & MTTR STANDARD and all associated attachments electronically. Hard copy submissions will not be accepted.

    • Page Limit: Maximum 37 pages (inclusive of the Capability Matrix and a brief Corporate Overview).
