    Posted is an updated draft Attachment 0004 - Highest Technically Rated Offeror (HTRO) Self-Scoring Matrix and the Government’s answers to industry questions received since the Government’s December 19, 2025 release of Attachment 0005 - Government Answers to Industry Questions in support of the Government Owned Contractor Operated Army Ammunition Plant Design, Build, and Commissioning Multiple Award Task Order Contract (MATOC) W519TC-25-R-0026. Contractors seeking access to these controlled documents must have an approved DD2345, be registered and possess an active status with the Joint Certification Program (JCP). The person requesting the documents must be the registered Data Custodian. The purpose of providing the updated draft HTRO Matrix and answers to industry questions is to obtain any additional industry comments, feedback or questions prior to releasing the Final MATOC RFP W519TC-25-R-0026. The Government is not utilizing any of the materials being released to negotiate or solicit proposals, and the issuance of these documents does not serve to bind the Government in any way. The information provided is subject to change.
