GROUND HAND TRAILERS

The Naval Air Systems Command (NAVAIR), Lakehurst, NJ intends to negotiate on a non-competitive basis with Dayton T. Brown, CAGE Code 96362 for an estimate of twelve (12) Ground Hand Trailers, Part Number 315009-2-001-1: NSN 4920-01-690-2507 in support of the United States Navy. This support equipment is used for the safe and secure transport of the radomes once removed from the aircraft during scheduled and unscheduled maintenance in order to access the Satellite Communication, Level of Service, Global Positioning System, and Ultra High Frequency antennas.  

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice.  All inquiries and concerns must be addressed to the Contract Specialist, Mr. Michael Miller at Michael.T.Miller248.civ@us.navy.mil Responses to this notice must be submitted by 2 September 2025. A determination not to compete this requirement is within the discretion of the Government.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
