This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing a Request for Quote (RFQ), 89243324QFE000451 for American National Standards Institute (ANSI) Annual Digital Subscriptions Renewal for the period of 10/01/2024 09/30/2025 per attached Licensed Standards List. Interested vendors may submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by 3:00 PM ET on September 24, 2024. All documents must be submitted to the FedConnect portal quotes will not be accepted via another method. All questions must be submitted electronically through FedConnect. Only those questions posted to FedConnect will be accepted. EVALUATION: Selection will be based on the vendors quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors must quote and price each/all item listed in the solicitation per attached Licensed Standards List. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached Licensed Standards List. Therefore, it is essential that vendors provide a quote and price each/all items listed on the Licensed Standard List, provide sufficient documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. PRICING: This RFQ requests a firm-fixed price (FFP) quote for all requirements as described herein Vendors must provide a price for EACH item on the Licensed Standards List AND a TOTAL price for all of the items. Failure to follow these instructions may result in quote being considered non-responsive and not considered for award. MOD 0001: The purpose of this amendment is to provide questions and answers as attached as of 09/23/2024. All other terms and conditions remain unchanged.
