H--IRA AGILENT PROPRIETARY MAINTENANCE AGREEMENT 09/15/2025-09/14/2026

Notice of intent to sole source to AGILENT TECHNOLOGIES for the purchase of an analytical instrument maintenance service for the proprietary Agilent LCMS-20464 Custom System Configuration CROSSLAB SILVER. The Period of Performance (POP) will be a base year of 09/15/2025 – 09/14/2026
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to AGILENT TECHNOLOGIES for the purchase of an analytical instrument maintenance service agreement for the proprietary Agilent LCMS-20464 Custom System Configuration CROSSLAB SILVER with a POP of 09/15/2025 – 09/14/2026. AGILENT TECHNOLOGIES is the only authorized vendor for this purchase. To the best of NETL’s knowledge, no other vendor can provide this type of service because this instrument must be maintained by Agilent to ensure consistent, calibrated research results and to maintain safe and reliable operation of the instrument. Any other vendors working on the equipment would invalidate the equipment integrity. AGILENT TECHNOLOGIES is the only known source that can provide this service, and no known potential alternate sources exist which could satisfy NETL's requirement.
This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 13:00 PM ED on 09/02/2025. Responses must be submitted in writing to Shannon.Lynch@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
