    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The solicitation issued as an RFQ, solicitation number is 36C24823Q2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-05 Effective September 22, 2023. This solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures (SAP) Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services and FAR Part 12, Acquisition of Commercial Items. This solicitation is being issued as a total Service Disable Veteran Owned Small Business (SDVOSB) set aside. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621(Security Systems Services - except Locksmiths), with a small business size standard of $25M. The Network Contracting Office (NCO) 8, San Juan Services Team is seeking to purchase non-personal services for water sampling, analysis and monitoring services at the VA Caribbean Healthcare System in the following locations: Ceiba Community Based Outpatient Clinic Guayama Community Based Outpatient Clinic Ponce Outpatient Clinic Mayagüez Outpatient Clinic Carolina s Warehouse Carolina Warehouse New Caribbean Airport Facility St. Thomas Community Based Outpatient Clinic St. Croix Community Based Outpatient Clinic Utuado Rural Clinic Comerio Rural Clinic Arecibo Outpatient Clinic A list containing the contract line-item number(s), description, unit of issue and quantities (including option periods) is attached. Detailed specifications and requirements are provided in the attached (RFQ) and associated documents. FAR 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services (Sep 2023) with its offer or complete their representations online. Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. If paragraph (j) of the provision is applicable, a written submission is required.
