Notice of Intent to Sole-Source: The 341st Contracting Squadron (CONS) – Malmstrom Air Force Base, Montana intends to award on a sole-source basis a contract to ABB to upgrade the Heat Plant’s Windows software at Malmstrom, AFB. The control system that currently runs the base heat plant was designed and manufactured by ABB and is a stand-alone, proprietary system. There is not a third party vendor involved in the resale or install of their systems. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice. RESPONSES ARE DUE NO LATER THAN 19 June 2025 by 2:00 PM MST at 341 CONS, Malmstrom AFB to A1C Kyler Henderson, Contract Specialist, kyler.henderson@us.af.mil and Mr. Erik Hallberg, Contracting Officer, erik.hallberg.1@us.af.mil.
