    This is a Combined Synopsis/Solicitation for the USAF/TPS Qualitative Evaluation Heavy Aircraft Simulator Services. The USAF Test Pilot School requires Heavy Aircraft Simulator Services to support staff evaluation and qualitative evaluation flights.  The USAF Test Pilot School is interested in non-personal service contract to be awarded within a Firm Fixed Price (FFP) One-year purchase order.  

    Please see the attached Performance Work Statement (PWS) for more details and a full list of training required.

    (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in RFO Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is set-aside for small business concerns.

    Interested parties who believe they can meet all the requirements for the products described in this synopsis are invited to submit, in writing, a complete quote.

    Offerors may utilize the attached PWS to complete quote information in addition to a separate quote (in PDF format); ensuring the quote contains information and pricing for this requirement, up to including installation and delivery costs.

    Requirements:

    1. Test Pilot School (TPS) is requesting

    • A Boeing Wide-Body (>300,000lbs MTOW) full-motion, Level-D simulator.
    • An Airbus Wide-Body (>300,000lbs MTOW) full-motion, Level-D simulator.
      • The simulators are required to be in the same location to allow students and faculty to complete a side-by-side comparison of the aircraft on the same day.
      • The newest models of Boeing and Airbus aircraft are highly desired.
      • If an aircraft >300,000lbs MTOW is unavailable, USAF TPS reserves the right to satisfy syllabus requirements with a narrow-body simulator at the request of the contractor.
    • Maneuvers and evaluations, which may include but are not limited to:
      • General flying and handling qualities.
      • Takeoff performance (heavy weight configurations, engine-out, low RCR, etc.).
      • Takeoff speed development (VMCA, VMCG, VMU).
      • Flight control system evaluation (normal and degraded modes).
      • Stall characteristics and recovery.
      • Envelope protection modes (stall, overspeed, pitch & roll limits/rates).
      • Warning systems (EGPWS, CFIT, windshear, etc.).
      • Landing performance (engine-out, low/zero visibility, crosswinds, degraded flight controls, no‑flap, etc.).
      • Aircraft automation and flight management system during departure, cruise, arrival, and reroute.
      • Aircraft electronic checklist and takeoff manifest data integration during preflight.
      • Aircraft electronic checklist during a complex EP, such as hydraulic failure.
    • Additional training in historical airline crashes and emergencies.

    3. The Period of Performance for this is one (1) year from award.

    Offerors are required to submit with their quote with enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quote via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.

    The anticipated magnitude of this effort shall not exceed $350,000.00 total for the entire period of 1 year per offeror.

    This solicitation is issued as a Request for Quote (RFQ).

    (iii) This solicitation document and incorporated provisions and clauses are in effect through Revolutionary Federal Acquisition Regulation Overhaul 04/17/2026 and R-DFARS DARS Tracking Number 2026-O0002.

    (iv) The North American Industry Classification System (NAICS) number for this acquisition is 611512 “Flight Training” with a size standard of $34M.

    (v) Period of Performance: The anticipated award is a 1-year purchase order.

    The solicitation provides that quotations will be evaluated using a Best Value Continuum. IAW RFO 12.203 and 12.204, the award will be made on the basis of the best value of each quote.     The Government anticipates awarding a single purchase order resulting from the RFQ to the responsible offeror whose quote is responsive to the RFQ and considered to be the Best Value. This is a competitive solicitation using Best Value in which competing offerors technical performance and price will be evaluated to determine the award. Technical areas are more important than Price.

    (viii) Offerors shall include completed copies of applicable provisions, which are included in the SF1449. Offers will be considered incomplete if these are not included with the quote.

    (iv) The clause at RFO 52.212-4, Contract Terms and Conditions— Commercial Products and Commercial Services (Nov 2023), applies to this acquisition.

    (xi) Additional Contract Requirement or Terms and Conditions: Please find a contemplated list of additional provisions/clauses in the attachments; the final list of clauses is dependent upon actual dollar value of the contract award and may change from those provided in the attachment.

    It is the government’s intent to award without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
