Description

Notice of intent for the Department of Health and Human Services (HHS) to take immediate action to begin forbearing enforcement of all contract clauses, provisions, terms, and conditions, related to any and all subsequent Executive Orders (EOs) issued by President Trump and implementing guidance.

*** THIS IS NOT A REQUEST FOR PROPOSAL ***

Consistent with President Trump’s priorities and agenda, to the maximum extent permitted by law, HHS intends to take immediate action to begin forbearing enforcement of all Federal Acquisition Regulation (FAR) or HHS Acquisition Regulation (HHSAR) contract clauses, provisions, terms, and conditions, if inconsistent with EOs and implementing guidance issued by the current administration, including but not limited to:

Executive Order (EO) 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government (January 20, 2025);
Executive Order (EO) 14151, Ending Radical and Wasteful Government DEI Programs and Preferencing (January 20, 2025);
Executive Order (EO) 14148, Initial Rescissions of Harmful Executive Orders and Actions (January 20, 2025);
Executive Order (EO) 14173, Ending Illegal Discrimination And Restoring Merit-Based Opportunity (January 21, 2025);
Executive Order (EO) 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government (January 20, 2025); and
OPM Memorandum, Initial Guidance Regarding President Trump’s Executive Order Defending Women (January 29, 2025).
