HHS OFFICE OF NATIONAL SECURITY (ONS) AND THE OFFICE OF REFUGEE RESETTLEMENT (ORR) SOFTWARE SUBSCRIPTION PACKAGE

The Office of Acquisition Management Services (OAMS) on behalf of The Office of National Security (ONS) and the Office of Refugee Resettlement (ORR) hereby gives notice of their intent to solicit and award a sole source contract. This action is being acquired under the authority of FAR Parts 12/15.

The Office of National Security (ONS) and the Office of Refugee Resettlement (ORR) intend to acquire a software subscription package and modular platform components that support mission-critical operations in threat detection, intelligence analysis, and situational awareness.

The only known vendor who can provide the required components and services is Thomson Reuters Special Services (TRSS), 1410 Spring Hill Rd, McLean, VA 22102.

The total contract consists of a 12-month base period with one, 12-month option period. NAICS code for this requirement is 519290 which has a small business size standard of 1000 employees. PSC is 7A21.

The government intends to post the approved sole source justification on www.SAM.gov pursuant to FAR 6.305 within 14 calendar days of award.
