    On 20 February 2025 (possibly extend to 21 February), Thursday at 0900 am EST PEO
    C4I PMW 770 will be hosting an Industry Day regarding Solid State Transmission System
    (SSTS) requirements, LiDAR demo, and one-on-one's at NIWC Atlantic, SC at One
    Innovation Drive, Building 3147, see map attached below. Check-in at the NIWC,
    Atlantic Security office will be from 0800-0830 to access the base if you submit JB CHAS
    form 111. Check-in at the conference center in Bldg. 3147 will from 0830 -0900.
    Attendees will be required to show picture identification. Anyone arriving late will not be
    admitted.

    The purpose of the SSTS Industry Day is to discuss and seek input from industry on
    current requirements. It is anticipated the brief will last 2 hours. We will accept
    anonymous written questions and comments at industry day, which the Government will
    post the responses on the NAVWAR E-Commerce site. We will also be conducting one-on-
    one's with industry for 30 mins blocks following the briefing. If we have a lot of interest,
    we will continue through Friday. In order to gain access to NIWC Atlantic you MUST have
    (1) either an active CAC card (individuals that do not have above ID must complete the
    attached JB CHS form 111 and instructions). JB CHS requires all visitorswithout a CAC to
    submit a JBC Form 111 (Base Access Form). Please note, the form takes 10 business
    days to process. DEADLINE – 04 February.

    If you're interested in attending the SSTS Industry Day and/or one-on-one's, please send
    an email to heidi.l.radaford.civ@us.navy.mil no later than close of business, Friday, 14
    February 2025. DO NOT wait until the deadline to submit the required information. The
    e-mail request should include the company name, Commercial and Government Entity
    (CAGE) code, the name of each attendee (no more than 5 per company), and Joint
    Program Certification (JPC) active number with expiration date.

    JB CHAS form shall be submitted to niwc_lant_visitorcontrol.fct@us.navy.mil.

    The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program
    Executive Office (PEO) Command, Control, Communications, Computers & Intelligence
    (C4I), and Undersea Communications & Integration Program Office (PMW 770) is seeking
    potential sources to develop, integrate, produce, and install a cost effective common
    solution 1 Mega Watt (MW) to 2 MW Solid State transmitter system for installation at VLF
    HPTE Broadcast Transmit Stations (BTS). PEO C4I (PMW 770) will use this information to
    help influence future product investments and to support Department of the Navy (DoN)
    Information Technology investment policy.

    This is a request for information (RFI) only. This RFI is issued solely for information and
    planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to
    issue an RFP in the future. This request for information does not commit the Government
    to contract for any supply or service whatsoever. Further, the Navy is not at this time
    seeking proposals and will not accept unsolicited proposals. Respondees are advised that
    the U.S. Government will not pay for any information or administrative costs incurred in
    response to this RFI; all costs associated with responding to this RFI will be solely at the
    interested party's expense. Not responding to this RFI does not preclude participation in
    any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the
    Contract Opportunities website (BETA.SAM.GOV) and the NAVWAR E-Commerce Central
    website at https://e-commerce.navwar.navy.mil. It is the responsibility of the potential
    offerors to monitor these sites for additional information pertaining to this requirement.
    All submissions become Government property and will not be returned.

    To request a reference to current design baseline documentation, each company must
    sign and return the Non-Disclosure Agreement (NDA) posted below entitled, "Bidder's
    Repository NDA" and provide the e-mail address, phone number for each requested user,
    and provide Joint Certification Program (JCP) active certification number to Heidi
    Radaford at

    representatives. Each user is required to be a U.S. DoD contractor. If an interested
    company is a U.S. DoD contractor and does not have a JCP certification number, please

    submit a complete DD Form 2345 to Joint Certification Office (JCO). Once DoD
    Contractors have been approved, the Government will provide the technical requirements
    via DOD Safe.

    Interested parties are requested to respond to this RFI in Microsoft Word for Office 2000
    compatible format are due no later than 26 March 2024, 1000 PST. Responses shall be
    limited to ten (10) single-sided pages excluding cover page, drawings/graphics, schedule,
    and cost artifacts submitted via e-mail only to Heidi.l.radaford.civ@us.navy.mil.
    Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.
    Please be advised that all submissions become Government property and will not be
    returned.
