    SOURCES SOUGHT SYNOPSIS Command Human Resources Intelligence System (CHRIS) Support This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for a solicitation will receive no response. This Sources Sought Synopsis is published for Market Research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for providing program management, operations, maintenance, sustainment, and security support for the Command Human Resources Intelligence System (CHRIS). This support is for the Headquarters (HQ) Air Force Materiel Command (AFMC), Manpower, Personnel and Services, Readiness and Integration Division (A1RI) at Wright Patterson AFB, OH. A proposed draft Performance Work Statement (PWS) is attached to provide respondents a better understanding of the AFMC/A1RI requirements. The required support includes, but is not limited to, the full spectrum of activities needed to sustain the CHRIS environment. CHRIS is a Human Resources Management reporting tool that integrates data from sources such as DCPDS, MilPDS, and MPES. Specific tasks include: Systems Operations, Maintenance, and Sustainment: Providing system administration, software/hardware installation, and development utilizing Commercial Off-the-Shelf (COTS) software such as Oracle, Informatica PowerCenter, and Business Objects. This also includes support for web application services like Tomcat, JAVA, ASP, and JSP. Database Services: Designing, constructing, and supporting the CHRIS scalable data warehouse (Oracle), administering security and logins, performing database optimization and tuning, and managing system backups and restoration. Extract, Transform, and Load (ETL): Providing data integration services using Informatica PowerCenter to extract, transform, and load data from various sources into the CHRIS Oracle database, including performing regularly scheduled data refreshes. Reporting and Business Intelligence: Serving as the Business Objects (BO) Administrator to develop and sustain reporting instances, manage user security, and create, modify, and maintain universes and corporate reports. Security and Accreditation: Adhering to the Risk Management Framework (RMF) to maintain the system’s Authorization to Operate (ATO). This includes managing security controls, performing annual security reviews, conducting contingency plan testing, and utilizing eMass for artifact management. Configuration Management and End-User Support: Managing system configurations, maintaining hardware and software inventories, and providing CHRIS account management and support to end-users. The Air Force anticipates limiting this action to 8(a) certified small business concerns only. All respondents are required to certify that they currently meet the small business requirements under the North American Industry Classification System (NAICS) code 541511 - Custom Computer Programming Services, with a size standard below $34M average annual receipts over the last three years. Prospective sources must indicate both their size with respect to the above standard and their current 8(a) status. All interested parties shall submit a capabilities package which explicitly demonstrates capabilities and expertise related to this effort. Foreign contractor participation at the prime level is not permitted. Your package should demonstrate capabilities, expertise, and past performance relevant to the requirements cited above and in the PWS. Your Capabilities Package should not exceed 30 pages and should follow the format provided, including: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL; Certification of small business status; GSA Schedule 70 contract number and expiration. Limit responses to a total page limit of 30 pages. Each page shall be formatted for 8 1/2" x 11" paper, single-spaced, and one-sided. The font shall be Times New Roman, no smaller than 10pt, with at least a one-inch margin. Covers and title pages are not required. The Government will not award a contract solely on the basis of this sources sought, nor will it reimburse for any costs associated with submitting a response. This synopsis does not constitute an RFQ, RFP, or IFB. The Government reserves the right to reject any industry input. If proprietary data is included, clearly mark it and present it as an addendum. If a contract is awarded for this or a related effort, a solicitation will be published on Sam.Gov.
