    Description

    NASA GSFC has a requirement for the continuation of mission operations supporting NASA’s ICE, Cloud, and land Elevation Satellite (ICESat-2) mission.

    NASA/GSFC intends to issue a sole source modification to Contract 80GSFC22CA018 to award a one-year extension to continue the current services provided by Northrop Grumman Systems Corporation (NGSC) in Dulles, Virginia for ICESat-2 spacecraft mission operations center support. This procurement action will require NGSC to continue to provide the mission operations engineering expertise necessary to maintain spacecraft health and safety and resolve in-flight spacecraft anomalies. NGSC will provide mission operations support for the ICESat-2 mission as required. ICESat-2 is currently in-flight and utilizes NGSC developed spacecraft subsystems.

    The current contract expires on November 14, 2026 and it is necessary to issue this extension in order to allow for continued performance while the follow-on procurement is being worked.

    NASA GSFC intends to issue the modification on a sole source basis to NGSC in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” 

    The Government does not intend to acquire a commercial item using FAR Part 12.

    Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Andres Castro at andres.c.castro@nasa.gov not later than 5PM EST on April 22, 2026.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
