    THIS IS A SOURCES SOUGHT NOTICE ONLY.

    The U.S. Government is conducting market research to determine the availability and capability of responsible sources to provide non-personal services for peer intervention training focused on firearms and Lethal Means Safety (LMS), as detailed in the attached Performance Work Statement (PWS). The contractor shall provide all personnel, equipment, and materials necessary to deliver a range of LMS training modules and engagement services. The training must be data-driven, interactive, and tailored to military audiences. Key services include:

    LMS Training Modules:

    • Baseline LMS Training: Large-scale (up to 1,000-5,000 Soldiers) interactive instruction.
    • Immersive Training: Scenario-based training to build crisis intervention confidence.
    • Leadership Team Training: Equipping leaders to foster a culture of peer intervention.
    • OCONUS Reintegration Training: Providing LMS skills to deployed Soldiers prior to their return.
    • Family/Community Oriented Training: Equipping family members and community networks with LMS tools.
    • On-Going Individual Training: Regularly scheduled training for specific or high-risk audiences.

    The work will be performed at various CONUS and OCONUS locations as specified in individual task orders. Potential locations include, but are not limited to, Forts Hood, Bliss, Riley, and Sill, and various sites in Europe (Germany, Poland, Kuwait).

    • Program Manager: Must have at least five years of experience in developing curriculum for and providing LMS instruction.
    • Training Instructors: Must have at least one year of experience providing LMS instruction and experience with the Department of Defense.

      • Describe your approach to recruiting, retaining, and ensuring your instructors and key personnel meet the qualifications outlined in the PWS.
    5. Pricing Structure: Describe your typical firm-fixed-pricing structure for similar training services (e.g., per event, per training day/week, per person).
    6. Feedback: Identify any terms or conditions in the PWS that may unnecessarily restrict competition.
