    The U. S. Army Corps of Engineers, Mobile District is looking to conduct an Industry Day with vendors who are interested in submitting proposals for the Operation and Maintenance of Government-Owned Facilities and Equipment within the U.S. Army Corps of Engineers Mobile District area of responsibility. Typical contract scope of work for the various projects will include, but is not limited to, some or all of the following types of work: maintenance and repair of locks and dams, levees, riprap/concrete structures, flow structures, buildings, offices, maintenance facilities, operation areas, project roads, vehicles, floating plant, boathouses, bathhouses, washhouses, toilets, gatehouses, security and other fences, sanitary disposal systems, launching ramps, playground equipment, bulletin boards, game courts, water and electrical systems, telephone lines, picnic sites, campsites, and other related facilities.  Work required to perform this type of maintenance includes carpentry, masonry, electrical, electronics, mechanical, structural, plumbing, chipping, caulking, sealing, cleaning, welding and replacing parts or equipment.  Additional maintenance work includes guardrails, gates, electric barrier gates, signs, bumper blocks, landscaped areas, beaches, navigation or swimming buoys, paved roads, parking lots, trails, navigation aids, courtesy docks, and boundary lines.  Services to be performed include general maintenance, cleaning, custodial service, garbage removal, grass mowing, saddle dike and overlook clearing, debris removal, operation of the project visitor centers, repair to riprap slopes, repair to earthen slopes, excavation, wildlife management food plots and storage and disposal of hazardous and/or toxic materials. The project is used for navigation, recreation, and wildlife management.

    The U.S. Army Corps of Engineers Mobile District is transitioning from hybrid Cost-Plus Fixed-Fee (CPFF) contracts to Fixed-Firm Priced (FFP) IDIQ contracts.  The industry day will focus on this topic, as well as other topics presented from industry through the ProjNet Request for Information (RFI) portal.  The format will be a government lead briefing at the Mobile District Office (in person and virtual) followed by one-on-one (Contractor/USACE) breakout sessions for interested contractors.  The breakout sessions will only be offered to the contractors who attend the industry day, in person. For parties’ unable attend the Industry Day in person, the initial briefing is tentatively scheduled on the morning of October 21st, at 1000 CDT. You will still need to respond to this Sources Sought with your point of contact information, if you intend on calling into the virtual portion.

    This is Notice only of the upcoming Industry Day. There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the Contractor’s responsibility to monitor the Government Point of Entry for the release of any solicitation.

    This Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers, Mobile District, to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Notice.

    Industry Day Questions:

    Questions shall be submitted via the Bidder Inquiry Portal in ProjNet at https://www.projnet.org/projnet. Questions should be submitted no later than October 16th, 2025, at 1400 CDT to allow time for a response. On this date and time, the portal will be closed. To submit and review inquiries, an Offeror needs to be a current registered user of the ProjNet system. To register, go to https://www.projnet.org/projnet, click the “BID” tab, select “Bidder Inquiry”, select agency “USACE”, enter the “Bidder Inquiry Key” for the solicitation listed below, and your e-mail address, and then click login. Complete all required information and then click “Create User”. Verify that information on the next screen is correct and click “Continue”.

    From this page you can view all bidder inquiries or submit an inquiry. Offerors will receive an acknowledgement of their question via e-mail, and the Mobile District’s technical team will post a response to the ProjNet system after it has been processed. Questions should focus on the acquisition process and administration/operation mechanics of the contract.
