    Description

    This combined synopsis/solicitation is a Request for Quote (RFQ) to provide Industry Led Training (ILT) in British Standard 7671 for US Army Corp of Engineers 249th EN BN at Fort Liberty, NC. This solicitation is a total small business set-aside. The NAICS code is 611430 - Professional and Management Development Training with a size standard of $15,000,000.  The Government anticipates the award of a firm fixed-priced (FFP) purchase order utilizing the procedures at FAR 13.3 – Simplified Acquisition. See Attachment 1- Performance Work Statement, for the requirements and associated period of performance. Basis for award: The Government will award a purchase order resulting from this RFQ on the basis of the lowest price from the responsible offer whose services meet the requirements as listed in the attached Performance Work Statement. Proposal Submittal Instructions: Due Date:                     5 September 2024 at 11am EST Submit to:                    david.a.williams@usace.army.mil    Submittal Format:         Electronic format via E-mail Instructions to Offerors: Technical Proposal: The technical quote shall include at a minimum the Request for Quote (RFQ), Offeror’s name and address, point of contact (phone number and e-mail), and the Offeror’s Dun and Bradstreet Number (DUNS), and Cage Code Number. The Offeror shall make a clear statement in their proposal that the proposal is valid for no less than 30 calendar days from the closing date of the RFQ. The Offeror shall sign the proposal. The Offeror shall provide a brief technical capability statement of how it will be able to satisfy all the requirements listed in the PWS. Include any assumptions and constraints made. Please ensure your company has an active registration in the System for Award Management (SAM) at https://www.sam.gov prior to award. Wage Determination: Work must be performed with employees who are paid consistently with the prevailing wage rates for this area. Because this is specialty trades work, we are providing a construction Wage Determinaion.The applicable SCA Wage Determination is attached.
