    NOTICE TO VENDORS: Please see the attached responses to your questions.Additional follow-on questions may be considered if time permits, however, there is no obligation to respond. All questions must be submitted no later than Thursday, June 4, at 12:00 p.m. Eastern Time. The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken the P4000 program to address the insufficient number of Haitian National Police (HNP) officers and expand their capacity to address the extreme levels of urban violence. To address the escalating threat posed by illegal gangs and support the re-establishment of state security, there is an urgent requirement for the HNP to develop foundation and specialized capabilities including tactical planning, movement and operations, urban policing and command, control and coordination. An enhanced urban operations training program will deliver standardized, high-quality and internationally developed tactical training to HNP recruits to improve their operational effectiveness in complex urban environments, strengthen their ability to counter organized criminal groups, and enable the safe, lawful, and coordinated conduct of security operations. SUBSTANTIVE REQUIREMENTS The vendor will deliver a comprehensive six-week Tactical Operations in Urban Terrain training program to augment the INL P4000 Program's support to the HNP. The training will be integrated into the existing HNP recruit curriculum during weeks 9-14 of the basic training course and delivered to three consecutive recruit courses (Courses 37, 38, and 39), with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits each. The vendor shall deploy a training team consisting of project oversight and international instructors, supported by HNP instructors and Language Assistants, to deliver six sequential training modules: (1) Weapons Handling and Individual Movement Techniques; (2) Squad-Level Formations, Urban Patrolling, and Cordon Operations; (3) Room Clearance and Defensive Position Fortification; (4) Vehicle Checkpoints and Search Procedures; (5) Pistol Training and Qualification; and (6) Rifle Training and Qualification. The vendor shall conduct pre- and post-training assessments, weekly summative evaluations, and weapons qualification testing for all recruits. The vendor shall coordinate closely with HNP leadership and INL representatives through weekly planning meetings and monthly stakeholder coordination sessions, maintain comprehensive safety protocols including Range Action Safety Plans, and provide After Action Reviews and lessons learned documentation following each training rotation. All training delivery shall incorporate human rights awareness, Rules of Engagement, International Humanitarian Law principles, and safeguarding protocols in accordance with Department of State requirements. The vendor will complete three consecutive recruit courses, with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits during the Period of Performance (one year). See Attachment A – RFQ/SOW for further details. PERIOD OF PERFORMANCE The period of performance will be a one-year period. PLACE OF PERFORMANCE Tactical Operations in Urban Terrain training program will take place at the Recruit Training Centre (Ecole Nationale de Police, ENP) in Port-au-Prince. GENERAL REQUIREMENT This request will fall under NAICS 541611 Administrative Management and General Management Consulting Services and is a Small Business Set Aside, size standard $24,500,000.00. The Government contemplates awarding a single award Firm Fixed Price contract to a responsible vendor who best satisfies the Government’s requirement. SUBMISSION REQUIREMENTS Please see details in the Attachment A – RFQ/SOW EVALUATION CRITERIA BEST VALUE: The Government contemplates the award of a firm fixed price contract to the responsible Offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the most advantageous to the Government, cost or price and other factors considered. The Government will award based on a best value determination and the Government’s best interests. The award will not be automatically determined by numerical calculation or formula relationship between cost or price and technical merit. As technical merit of the offerors’ proposals becomes more equal, the evaluated cost or price may become the determining factor. Please see details in the Attachment A – RFQ/SOW
