INSPECT AND REPAIR BOOM ON GROVE 20 TON MOBILE CRANE

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03825QJ0000447 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 effective 7 August 2025.

The applicable North American Industry Classification Standard Code is 532490.  The small business size standard is $40 million. This is an unrestricted requirement.  All responsible sources may submit a quotation which shall be considered by the agency.  

It is anticipated that a firm-fixed price purchase order will be awarded for the inspection and repair of the boom on a Grove 20 Ton Crane on a sole source basis as a result of this synopsis/solicitation.  

The offeror must be within a sixty (60) mile radius of the United States Coast Guard (USCG) Aviation Logistics Center (ALC) located in Elizabeth City, NC and have the capability to transport the Grove 20 Ton Mobile Crane to and from the repair facility. The offeror must have access to Original Equipment Manufacturer (OEM) technical manuals, and specifications that are required to perform the inspection and repairs on and within the boom of the Grove 20 Ton Mobile Crane. Concerns that have the expertise and required capabilities to inspect and repair this item are invited to submit offers in accordance with the requirements stipulated in this solicitation. 

The contractor shall furnish a detailed description to include is but not limited to the following: warranty considerations, transportation, labor costs, and a detailed list of inspections, repairs, and all parts to be replaced on the Grove 20 Ton Mobile Crane.
