ESTIMATED COST RANGE PROJECT: $5,000,000 to $10,000,000 Offers Covering The Project Restricted to Small Business   Yes_ X__   No_  _ *Restricted to 8(a) Competitive for Region IV   Yes___   No_X__  Subcontracting Plan Required    Yes_  __   No_ X__ DESCRIPTION OF WORK (Physical Characteristics) - The scope of the proposed project is to install 41,505 linear feet of new high-density polyethylene (HDPE) potable water mains, with booster pumps with variable frequency drive (VFD) motors and controls and isolation valves, to provide looped water systems to the Integrate-Transfer-Launch (ITL) and north areas at CCSFS. The proposed project would also construct a new pump house and install a new circulation pump with VFD motor and associated controls, power, and components in support of the looped water systems. All water mains, pumps, and electrical components will be sized and installed per the study/design in accordance with all applicable UFCs, AFIs, AWWA, ASCE, NFPA Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in The System for Award Management (SAM.gov) before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://sam.gov/content/home prior to award of this contract. Note No. 8:     * THIS IS A COMPETITIVE 8 (A) SET-ASIDE This procurement is a Competitive 8(a) Set-Aside as established by Section 8 (a) of the Small Business Act (15 U.S.C. 637(a)).  Only those firms meeting the Small Business Administration's (SBA) criterion, and have previously been certified by the SBA as an 8(a) Contractor, are eligible to compete for this procurement. IAW 13 CFR 124.501(g)(4) Before a Participant may be awarded either a sole source or competitive 8(a) contract, SBA must determine that the Participant is eligible for award. SBA will determine eligibility at the time of its acceptance of the underlying requirement into the 8(a) BD program for a sole source 8(a) contract, and after the apparent successful offeror is identified for a competitive 8(a) contract. Eligibility is based on 8(a) BD program criteria, including whether the 8(a) Participant has a bona fide place of business in the applicable geographic area if the procurement is for construction. It has been determined by the SBA that competition will be restricted to 8(a) firms which have a NAICS code of 237110 among their approved NAICS Codes. The SBA South Florida District Office located at 51 SW 1st Ave., Suite 201, Miami, FL 33130, will determine the apparent successful offeror’s eligibility to receive the contract award, subject to the availability of funds. Note No. 9:  The request for information (RFI) process for bidder inquiries during the advertisement period will be through the ProjNet internet-based system, and specifics will be contained in the RFP solicitation package available exclusively from the Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil. Other forms of communicating RFIs to the Government will not be honored. The Government will try to respond to all questions. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.)
