    Description

    The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Traxyl, Inc., 7669 Limestone Drive, Suite 115, Gainesville, Virginia 20155-4037 for Installation of Painted Fiber using the Patented FiberTRAX Machine. The GSL is continuing an ongoing research effort involving fiber optic sensing and communications connections for perimeter security efforts; therefore, a regular and recurring need exists to demonstrate a newly patented installation technique, called FiberTRAX, for the fiber sensing capability at multiple US Military locations, thus providing opportunities for further evaluation of the emerging technology. Specifically, the GSL requires installation of these measures using the patented FiberTRAX machine provided only by the TRAXyL, Inc. (hereafter, referred to simply as “TRAXyL”), a minimally disruptive fiber installation technology company. The GSL has a requirement to install fiber optic sensing and communications systems at various locations using the patented FiberTRAX machine operated by the TRAXyL. The TRAXyL supports both government and commercial industries where their engineers specialize in solving fiber installation challenges. The development and implementation of these installation methods requires integrated, multi-faceted knowledge of the patented machine and the surface fiber installation methods to date. The TRAXyL is the sole manufacturer of the FiberTRAX system and is the only authorized operator of the machine for fiber painting. The TRAXyl holds multiple patents for the method and apparatus for deployment of communication line onto a surface such as a roadway or pathway. The award will be issued in accordance with 10 U.S.C. 2304(c)(1) / FAR 6.302-1(a)(2) / Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on TRAXyLs unique highly specialized technical capabilities. The applicable North American Industrial Classification System Code (NAICS) code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)) with a size standard of 1000 employees. This notice of intent is for information purposes only.   This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
