    Dear Prospective Offeror:

    Subject: Request for Proposals number 19EC7525R0003

    Enclosed is a Request for Proposals (RFP) for installation services for fourteen (14) residential generators and forty (40) Automatic Transfer Switches (ATSs), to be performed at residences located in Quito - Ecuador. If you would like to submit a proposal, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

    The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

    The Embassy intends to conduct a pre-proposal conference at the US Embassy Compound located at Av. Avigiras, Av. Eloy Alfaro E12-170 on August 20, 2025, at 09:00 am (Quito time). Additionally, the Embassy will conduct two site visits on August 20, 2025, at 10:00 am and August 21, 2025, at 09:00 am. If prospective offerors are planning to attend the pre-proposal conference and one of the site visits, must contact quitoprocurement@state.gov  providing names and ID numbers no later than August 19 at noon.

    Direct any questions regarding this solicitation in writing to Mr. Matthew Madden, Contracting Officer at quitoprocurement@state.gov  before August 25, 2025, at 16:00 hours.

    Proposals are due by September 15, 2025, at 16:00 hours, only in the QuitoContracts@state.gov address.  No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

    Your proposal must be submitted electronically to quitocontracts@state.gov , It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.

    The technical and economic proposals must be submitted separately. Do not include pricing within the technical proposal. Failure to that may deem the offeror’s proposal to be considered non-responsive to the terms of this solicitation.

    In order for a proposal to be considered, you must also complete and submit the following:

    1. SF-1442

    2. Section B, Pricing

    3. Section K Representations and Certifications

    4. Additional information as required in Section L

    5. Proof of SAM Registration

    Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.

    Failure to be registered at the time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
