The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Boeing Digital Solutions (BDS), Inc., 55 Inverness Drive East, Englewood, CO 80112, for annual Jeppesen subscription renewals for Navigation Data for eight aircraft. Each platform currently has digital subscriptions for various digital navigation sources such as charts, approach and departure plates, and navigation databases. Each aircraft is equipped with avionics manufactured by Honeywell, Collins, or Garmin that can only accept digital navigational databases from BDS. Navigation Data provides FAA-required data for the United States, Atlantic Ocean, Canada, Alaska, Hawaii, Latin America, and the Caribbean. for the Aircraft Operations Center in Lakeland, FL. Sole Source Justification The Aircraft Operations Center has eight aircraft that support tropical cyclone and other scientific research. These aircraft require the use of navigational database subscription in order to operate safely and within regulation. This comes in the form of the Integrated Navigation Data Service (INDS), Collins Pro Digital Chart Services, and Garmin Pilot Pack. They Contain data to include, but not limited to, aeronautical charts, airport diagrams, Fixed Base Operator information, and approach and departure procedures. This data is displayed to pilots through their multi-function displays integrated in the flight station. Jeppesen is the only provider of required navigation data for Oceanic, Caribbean, and Latin American areas of operation. Navigation data is provided in partnership with the installed Flight Management System manufacturer. This is proprietary data that can only be updated by the OEM manufacturer. Special Notice This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed subscriptions may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to shelley.neubert@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Boeing Digital Services, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
