INTENT FOR SOLE SOURCE - NATIONAL INSTITUTE OF BUILDING SCIENCES IDIQ

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS.

The General Services Administration, Public Buildings Services (GSA/PBS), intends to make a sole source, Firm-Fixed-Priced (FFP) IDIQ contract award to National Institute of Building Sciences (NIBS), utilizing FAR Part 36.6, Architect-Engineer Services procedures, and authorized under 41 U.S.C. 3304(a)(5 ) and FAR 6.302-5, for this procurement permitting for other than full and open competition when authorized or required by statute (Public Law 93-383). NIBS will provide expertise from various technical disciplines for the performance of professional services of architectural or engineering nature and incidental services nationwide for five (5) years of service (one (1) base year period, and four (4) option year period).

GSA requires a variety of professional and/or technical services that support PBS business lines’ fiscal year’s strategic business plans and initiatives. Services ranging from the Whole Building Design Guide (WBDG) support to Post Occupancy Evaluations (POEs) (including lessons learned from these evaluations and recommendations for them), cost management and design tools and associated data, as well as industry workshops and outreach.

NIBS is the only provider that can provide this service per Public Law 93-383. The Government intends to solicit and negotiate with only one source under procures through sole source action using other than full and open competition procedures pursuant to the authority of FAR 6.302-5 - Authorized or Required by Statute.

Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by June 6, 2025; (noon) 12:00PM ET. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
