INTENT TO AWARD SINGLE SOURCE: HYDRO-TEST PRODUCTS INC.

This Special Notice of Intent to Award is NOT a request for competitive proposals, nor is it a solicitation or request for offers/quotations. No solicitation package is available and no requests will be honored. Only one responsible source, and no other supplies or services, will satisfy agency requirements.

In accordance with (IAW) FAR 13.106-1(b)(1) this requirement is under the simplified acquisition threshold, and IAW FAR 6.302-1 will be solicited from one source.  By further authority of 41 U.S.C. 3304(a)(1), Westover Air Reserve Base (439 CONF) intends to offer a sole source award to Hydro Test Products Inc. for the current Hydro-static testing equipment requirement.  See associated attachment, Single Source Justification, for full details.

Interested parties who can supply Hydro Test Products Inc. hardware, software, and equipment that meet this requirement, may identify their interests and capability to respond to this requirement by Augus 20th, 2025 at 12:00PM (EDT). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing interests and capability information will be provided.
