    Subject:  Establishing a Blanket Purchase Agreement (BPA) for Vehicle Maintenance Services at the U.S. Embassy, Kuwait.

    This is a Special Notice issued to comply with the Federal Acquisition Regulation FAR 5 publicizing requirements related to the setup of a Blanket Purchase Agreement (BPA)

    A BPA is not a contract or purchase order.  A BPA is like a charge account that sets forth terms and conditions prior to an actual purchase, significantly reducing paperwork and the administrative cost per order.  Once the BPA is issued, the Government can place orders, and the contractor can make delivery without a separate purchase order for each order.  BPAs must follow all procurement laws and regulations.

    The U.S. Embassy Kuwait intends to establish one or more BPAs with qualified local vendors for vehicle maintenance and repair services. The agreement(s) may span a performance period of up to five (5) years, with a total estimated value not to exceed the Simplified Acquisition Threshold (SAT) as defined under FAR 2.101, currently set at US$350,000. Individual orders (calls) placed under the BPA will not exceed the Micro-Purchase Threshold (MPT), currently at US$15,000.

    This notice serves market research and public announcement purposes only and does not constitute a solicitation. No Request for Quotation (RFQ) or solicitation is being issued at this time. However, vendors interested in future opportunities under this BPA may submit capability statements and documentation demonstrating their qualifications.

    Prospective offerors are strongly encouraged, though not required, to register in the System for Award Management (SAM) at https://www.sam.gov.

    • Offerors with an active SAM registration need only provide their Unique Entity Identifier (UEI) number and are not required to complete the information 52.204-90 since relevant information is found in their SAM registration.
    • Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section 5, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award.

    Submission Instructions:

    All submissions must:

    1. All documents submitted against this Special Notice MUST be in English and if document(s) are issued in different language by Kuwait Government or other entities, copy of the original document MUST be provided with English translated copy.  Documents that are not in English will be deemed not acceptable and won’t be evaluated
    2. Contain the following information:
    • Company name and address
    • The UEI number from an active SAM registration; or
    • A fully completed FAR 52.204-90 (Offeror Identification) if not SAM-registered.
    • Relevant past performance and experience
    • Valid Kuwaiti business licenses
    1. Optional
    • Description and location of the garage facility
    • Size/capacity of the service center
    • Safety and security protocols in place

    Incomplete or non-English documents will be deemed non-compliant and will not be evaluated.
