The 144th Fighter Wing (144 FW) intends to issue a sole-source award for the semi-annual inspections of its aircraft shelters. These structures shelter base aircraft from the elements and any foreign objects, helping minimize any damages or defects to valuable aircraft, thereby ensuring mission operations continue without any unnecessary delays. The existing structures are previously supplied by EDL Construction, Inc. and have sheltered all base aircraft since. These structures are still under warranty with EDL for materials and components. Under this warranty agreement, maintenance and inspections are reserved exclusively for EDL or one of its authorized representatives/dealers. In adhering to these terms, EDL has performed all maintenance and inspection services prior to this notice. It is the government’s wishes not to violate these terms, as continued maintenance of these structures is vital to base operations. The 144 FW intends to issue a sole-source award to EDL Construction, Inc. to retain the existing warranty agreement on the aircraft shelters. It is determined to be in the government’s best interest, as it will ensure more cost-effective, continuous, and streamlined maintenance and inspection services. Furthermore, maintaining continuity with the previous supplier/inspector will eliminate any misunderstandings that are likely to occur with a third party. EDL Construction, Inc. is therefore the only responsible source, and no other services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B). IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:30pm, Pacific Time, on Friday, 15 December 2023.
