INTENT TO SOLE SOURCE - ELSEVIER (SCIENCEDIRECT) JOURNALS

The US Army Corps of Engineers, Rock Island District (USACE-RI), intends to procure online access top the Elsevier (ScienceDirect) journals outlined below, on a Sole Source basis with Elsevier B.V., in accordance with statutory authority of 41 U.S.C. 1901 as implemented by FAR subpart 13.5 and FAR 13.103(b)(2), for pruchases exceeding the simplified acquisition threeshold and only one source reasonably available. 

The NAICS for this procurement is 513210 - Periodical Publishers, with a size standard of 1,000 employees. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the Contracting Specialist in the form of a Capability Statement. 

Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed and must be furnished to the point of contact listed below by Tuesday, January 20, 2026 at 10:00 AM Central Time. 

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 

USACE-RI will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with thte requirements listed. In order to recieve a Goverment award, a firm must be registered in the System for Award Management website (SAM.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
