INTENT TO SOLE SOURCE FOR PREQIN LTD'S DATA SUBSCRIPTION SERVICE

Intent to Sole Source for Preqin LTD’s Data Subscription Service

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, in conjunction with FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number is 47QACA25Q0362. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  A determination by the Government not to compete this effort is solely within the discretion of the Government.  The Government will not pay for any information received.

The U.S. Small Business Administration (SBA), Office of Investment and Innovation (OII) intends to award a sole source, firm fixed price contract to Preqin LTD, 1st Floor, Verde, 10 Bressenden Place, London SW1E 5DH, United Kingdom, to provide one (1) twelve month  base period and one (1) one-year option period for up to fifteen (15) licenses for access to Preqin’s online databases covering private equity, venture capital, investor analysis, fund terms, and private debt. The geographic regions to be covered must include, but are not limited to: North America, Europe, Asia-Pacific (excluding China), and Latin America. The Preqin licenses will enable the SBA OII to effectively and efficiently deliver programs and services that are required of analysts who underwrite and audit funds, transactions, and portfolios and their respective companies and subsidiaries within the Small Business Investment Company (SBIC) program. Preqin LTD is the only company that provides a product that meets the specific technical requirements, with the most precise, complete, and timely benchmarks of private capital and fund performance as required by SBA, OII. No other software solution can meet the Government's need without unacceptable delays in fulfilling the requirement and/or substantial developmental costs.

The associated North American Industry Classification System (NAICS) code 519290 – Web Search Portals and All Other information Services and the small business size standard is $21,000,000.00. The posting date of this requirement is 27 August, 2025.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required supplies.
