Description: The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Quorum Analytics I, Inc., located at THOMAS CIR NW FL 6, Washington, DC 20005, UEI: L2CBD99EBGQ1; CAGE Code: 7LGV9, for the procurement of a Legislative Tracking Service. Justification for Sole Source: The selected vendor, Quorum Analytics I, Inc., is uniquely qualified to provide the required services due to its proprietary technology and comprehensive integration of services that no other vendor can match. Quorum excels in providing a unified platform that combines federal legislative tracking with AI-generated transcripts, alerts, and real-time updates. It offers integrated stakeholder engagement tools, including contact management, outreach tracking, and grassroots advocacy, which are essential for effective legislative affairs operations.

Additionally, Quorum's customizable and collaborative dashboards facilitate team-wide monitoring, visualization, and coordination, allowing for seamless sharing of dashboards, notes, and reports across teams. Unlike other vendors, Quorum is the only platform that delivers the necessary integration of legislative data with stakeholder engagement and team collaboration into one unified system. This unique capability makes Quorum the sole provider capable of meeting the specific needs of our agency, justifying the sole-source acquisition.

Regulatory Authority: This acquisition is conducted under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by October 8th, 2025, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
