INTENT TO SOLE SOURCE NAWCAD WOLF VOIP SERVICES

The Naval Air Warfare Center Aircraft Division, Webster Outlying Field (WOLF), St. Inigoes, MD intends to award on a sole source basis to NIC4, Inc. doing business as Network Innovations U.S. Government (NIUSG) (CAGE: 6DN67) for the procurement of Voice over Internet Protocol (VoIP) and hosted Dynamic Multipoint Virtual Private Network (DMVPN) services. NIUSG is the only provider that is compatible with the existing cybersecurity standards, meets the throughput requirement, and offers the required coverage. NIUSG is the only provider that works with the existing infrastructure without additional changes, configurations, and currently deployed equipment. No other manufacturer’s VoIP and DMVPN services can provide the updates required to maintain the existing functionality and operations in the field.

THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services which the Government intends to solicit and negotiate under the authority of 10 USC 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. Responses must be sent via email to the POC listed.
