INTENT TO SOLE SOURCE NG911 SUPPORT SERVICES TO HAWAIIAN TELCOM FEDERAL LLC

DITCO-Pacific intends to award a sole source Inquiry/Quote/Order (IQO) to Hawaiian Telcom Federal LLC for NG911 Intrado Viper services supporting U.S. Navy Region Hawaii, Regional Dispatch Center.  This will be a Communication Service Authorization (CSA) HATF000003EBM reaward for NG911 Intrado Viper equipment and services, including TXT2 911, interfacing with Hawaii's NG911 network and supporting statewide Public Safety Answering Points (PSAPs).

APPLICABILITY OF AUTHORITY:  This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501 (a) (2) (ii) Special documentation requirements and FAR 13.106-1 (b)(2), Soliciting From A Single Source.

Hawaiian Telcom Federal LLC is the sole provider of NG911 Intrado Viper equipment servicing all Hawaii PSAPs and the only Public Utilities Commission authorized provider for this service in Hawaii.  No other telecommunications provider can integrate NG911 into Hawaii's existing network.

This notice is not a request for competitive proposals.  The Government retains sole discretion regarding competition.  Information received will only be considered for determining whether to conduct competitive procurement.  The anticipated award date is August 2026.
