This is a NOTICE OF INTENT TO SOLE SOURCE to award a Firm Fixed Price task order with Four Points Technologies against NASA SEWP contract NNG15SD22B to support Radiology Picture Archive Communication System (PACS) including hardware, software, support, and training in support of all VISN 1 VA Medical sites. This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.1. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. The Department of Veteran Affairs, Network Contracting Office (NCO) 1, intends to award a sole-source contract under the authority of this non-competitive acquisition as implemented by FAR 6.103-1. This notice of intent is not a request for quotations; interested parties may express their interest with a full description how all elements in the attached statement of work will be fulfilled by Ashley.kenyon@va.gov no later than 5:00 PM Eastern Standard Time on 12/02/25. When responding to this announcement refer to 36C24126Q0108 in the subject line of the email. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after 12/02/25 at 5:00 PM EST, no viable responses have been received in response to this announcement, NCO 1 shall negotiate solely with Four Points Technology. The Government anticipates the award of a firm-fixed price task order against NASA SEWP contract NNG15SD22B in accordance with Revolution FAR Overhaul (RFO) FAR 16.507-2 Fair opportunity procedures and RFO FAR 16.507-6 Exceptions to fair opportunity. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
