    The 144th Fighter Wing (144 FW) intends to issue a sole-source award for the replacement of two diesel long block engines on Ford F-550 rapid intervention vehicles (RIV) utilized by the base Fire Department.     Authorized Ford dealerships possess OEM certified technicians trained specifically on Ford diesel engines, drivetrains, and proprietary systems used in the F-550. Ford dealerships have direct access to original Ford parts, which are required to maintain the vehicle’s warranty and ensure compatibility and safety. Vehicle systems require Ford proprietary diagnostic software and tools that are only available at certified dealerships. The Ford F-550s are critical to mission support and must be repaired promptly to maintain operational readiness. These vehicles are utilized as rapid intervention vehicles utilized by the 144 Fire Department as first responders in emergency situations.

    Market research was conducted reviewing NAICS code 811111 for small business in the central California regional area. No other registered vehicle repair facilities could accommodate these repairs. Future Ford was verified as a small business in SAM.gov and was capable of completing all repairs within a reasonable transportation distance. Given the OEM-specific requirements and mission-critical nature of this repair, the use of an authorized Ford dealership is appropriate. The Future Ford dealership is therefore the only responsible source and no other services will satisfy agency requirements in accordance with (IAW) 13.106-1(b) due to urgency and exclusive licensing agreements.

    This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00pm, Pacific Time, on Thursday, 11 September 2025. Responses must be submitted in writing to the Contracting Officer, MSgt Jarrod Sanchez at jarrod.sanchez.@us.af.mil no later than the time and date noted above. Telephone responses and requests will not be received.

    A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
