INTENT TO SOLE SOURCE – SOUTH CAROLINA DMV ONLINE ACCESS

INTENT TO SOLE SOURCE – The Department of the Treasury (USDT), Internal Revenue Services (IRS), Office of Procurement Operations intends to award a firm-fixed price sole source contract to South Carolina Department of Motor Vehicles 10311 Wilson Blvd Blythewood South Carolina 29016-9018 for the following services: Provide online access to State of South Carolina vehicle ownership records and driver’s license records for IRS SB/SE Collection Division. This proposed contract action is for a service in which the Government intends to award a One (1) Year base firm fixed-price contract, plus (4) option years at the option of the Government. The authority for this action is FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

The proposed procurement is for the purchase of Online Access to State of South Carolina vehicle ownership records and driver’s license records. Data is accessed online using Microsoft Edge web browser by a designated centralized puller for each collection group. Designated pullers are assigned an individual login and password.

The North American Industry Classification System (NAICS) code for this procurement is 921190. Small business size standards are not established for this sector. Establishments in the Public Administration sector are Federal, State, and local government agencies which administer and oversee government programs and activities that are not performed by private establishments.

No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00pm Eastern on September 29, 2025. Inquiries will only be accepted via email to Andres.cepeda@irs.gov.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
