INTENT TO SOLE SOURCE TO COPYRIGHT CLEARANCE CENTER FOR COLLECTIVE LICENSING SERVICES OF COPYRIGHTED MATERIALS FOR THE LIBRARY OF THE MARINE CORPS

This is a Notice of Intent to Award a Sole Source Firm Fixed Price contract using FAR Part 12 and 13 procedures.

This requirement is for collective licensing services of copyrighted materials for academic users. This service will be used to grant Marine Corps University non-exclusive rights for its students, faculty, and staff to use copyrighted materials for curriculum development and delivery in an academic environment. Uses will include reading assignments, course packs, and resident and remote classroom instruction.

The Governement intends to Award on a Sole Source basis to: Copyright Clearance Center, Inc; 222 Rosewood Dr., Danvers, Massachusetts 01923, under the authority of FAR 13.106-1(b), the circumstances of the contract action deem only one source reasonable available.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.
However, all responsible sources may submit a capability statement by 10:00am EST on July 22, 2025. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be emailed to Heaven Onley, at heaven.j.onley.civ@usmc.mil, no later than July 22, 2025 10:00 a.m. EST.
