    Description

    The Navajo Area Indian Health Service, Chinle Service Unit (CSU), Chinle Comprehensive Health Care Facility Wellness Center, intends to award a non-competitive, sole source purchase order to Proposed Contractor, DynaTouch Corporation, to provide a kiosk system, authority cited FAR 13.106-1(b)(1)(ii).
     

    The Proposed Contractor is the only organization uniquely qualified to provide custom database design and development services that will specifically meet the needs of Chinle Wellness Center/Health Promotion Department. The vendor will provide technical expertise to achieve new capability and significant efficiency in the services provided at CWC/HP. The customized interactive customer kiosk system will enhance the functionality of specific tasks. The software will track the number of clientele, workload, and customer satisfaction survey. It will also provide customized reporting system that will generate patient quality data for grant reporting purposes.

    Grant funds provides essential financial support for projects and programs at the Chinle Wellness Center. These programs and projects are primarily for patients with diabetes and associated health conditions. In order to carry out essential services, the Wellness Center has to show need for services based off of collected service data. The software/hardware will provide evidence demonstrating the need for service through reporting functions. The SDPI grant is approved each calendar year which requires departments to utilize funds within an allotted timeframe.  Lapse in purchasing software/hardware will result in excess funds being returned.

    The software/hardware will allow the Wellness Center to be transparent and compliant in achieving program goals which will support specific projects geared toward patients with diabetes of Chinle Service Unit. The Wellness Center will be unable to provide services to patients with diabetes if reporting requirements are not met for SDPI grant. This will result in patients being referred to other service areas which they may not be able to travel to considering their healthcare is in Chinle.
     

    This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  If no affirmative written response is received by August 14, 2025 5:00PM MST, the contract will be issued without further notice.


    A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.  Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
