INTENT TO SOLE SOURCE - VERTICAL ELECTROMAGNETIC PULSE SIMULATOR UPGRADE

THE REQUIREMENT IS ADVERTISED AS SOLE SOURCE.  THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate on a sole source basis with Applied Physical Electronics, LC (APELC) (CAGE: 1DUK4) for the modification of the Vertical Electromagnetic Pulse System (VEMPS).

GENERAL INFORMATION

NAWCAD requires the VEMPS to be modernized to meet new testing standards. APELC is the original designer, developer and manufacturer of the VEMPS pulse generator, a system singularly unique in its class with a pulse forming network tailored specifically to the NAWCAD antenna and working volume.  There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.  The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.  No telephone response will be accepted. Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice.  A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any responses received.  The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
