INTENT TO SOLE SOURCE

Notice of Intent to Sole Source under FAR 6.302-1

THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE.

The Department of Energy’s (DOE) Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Deep Web Technologies, Inc.

This requirement is for the renewal of access to the Science.org proprietary application that is owned and hosted exclusively by AmplyFi Ltd’s Deep Web Technologies, Inc. (DWT). DOE intends to award this requirement as a sole source to DWT for a base period with four options periods.  The period of performance for the base year is November 1, 2025, through October 31, 2026.  DWT is the sole provider for the licenses required by the Office of Scientific and Technical Information (OSTI).

The North American Industry Classification System (NAICS) code for this requirement is 541519 - Other Computer Related Services, with the size standard of $34M.

Per FAR 5,203 (a) (1), the Contracting Officer has determined that this is a commercial item and, therefore, has established a posting period of 5 days. Any vendor who believes it is capable of meeting the DOE’s requirement as stated herein may submit a response, which will be considered only if received by September 15, 2025, by 5:00 p.m. EST.  Responses to this posting must be in writing and submitted to Aaron.Fehl@science.doe.gov.  A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.  Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
