    Relevant capability statements are requested.

    Scope of Work:
    The Contractor will be responsible for providing comprehensive operational services for U.S. Pavilions at international expositions.  Orders may be placed for in-scope services which may include full scale operational services for Expo 2027 in Belgrade, Serbia and Expo 2030 in Riyadh.

    The Contractor will work in partnership with the Department of State to effectively manage risks, ensuring the Pavilion environment is safe and comfortable for visitors, staff, and contractors.

    Contract Type:
    The anticipated Indefinite-Delivery Indefinite-Quantity (IDIQ) contract will utilize Firm-Fixed-Price (FFP) line items to the maximum possible.

    Period of Performance:
    The contract will have a five-year ordering period, with the inclusion of FAR Clause 52.217-8 for a potential extension of up to six months. Orders with option periods may be issued at any time during the life of the contract.

    Place of Performance:

    Worldwide, including local domestic support for the R/PPR office.

    Security Clearance Requirements:
    The maximum security clearance required for this contract is Moderate Risk Public Trust (MRPT).

    Socio-Economic Set-Aside:
    This contract is not anticipated to be set aside for small businesses due to the predominance of overseas work.

    IDIQ Scope includes the following:
     

    • Staffing: Recruitment, hiring, vetting, training, implementation, and management of full-service pavilion staff across various categories, including but not limited to operations, protocol, events, media, programming, technical support, and interpretation. Management-level staff must include American citizens and final acceptance by the U.S. Department of State.

    • Supplies and Equipment: Procurement and management of all equipment and supplies to support the USA pavilion, including those for exhibits, back of house spaces, front of house areas, staff, events, retail, food and beverage, cleaning, programs, and media.

    • Communications: Management of all USA Pavilion social media platforms and website, including media strategy, logistics, content creation, account management, press inquiries, and public relations activities.

    • Youth Ambassador Hosts: Recruitment, vetting, training, and management of American citizens to serve as hosts at the USA Pavilion. Must include all logistics and costs for staffing, implementation, uniforms, insurance, accommodations, and travel. All hosts will need final acceptance by the U.S. Department of State.

    • Commercial Business Development: Solicitation, negotiation, and activation of all sponsorship and donation agreements, including marketing, recruitment, and logistics coordination.

    • Commercial Events, Food, and Beverage: Management of event spaces and all food and beverage implementation. Must include all associated staffing, licenses, logistics, equipment, and operational costs.

    • Cultural Programming: Recruitment, vetting, training, and management of American cultural performers. Must include all logistics and costs for staffing, implementation, insurance, accommodations, specialized performance equipment, and travel. All cultural performers will need final acceptance by the U.S. Department of State.

    • Special Events and U.S. National Day: Planning and execution of public and private events for U.S. National Day and special event activities, including performances, marketing materials, logistics and immersive experiences.

    • Retail Store: Development and management of a retail store featuring American-made products, including coordination with U.S. artisans and sponsored items.

    • Utilities: Procurement and management of all possible utilities.

    • Transportation: Procurement and management of local transportation, including drivers and vehicles.

    • Security: Comprehensive commercial security services. Include physical security of the pavilion, including CCTV, hiring security personnel, and coordination with local authorities.

    • Cleaning: Comprehensive cleaning of all pavilion spaces, including pest control, landscaping, and waste removal.

    • Maintenance: Procurement and management of supplies and personnel for pavilion maintenance.

    • Decommissioning: Coordination with Expo authorities and compliance with applicable regulations for pavilion decommissioning.

    Compliance:
    The Contractor must adhere to all applicable regulations, guidance, and requirements from Expo organizers, host governments, and the U.S. Government, including handling sensitive information in accordance with U.S. Government standards.
