The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1) Soliciting from a Single Source. A justification to not compete this acquisition has been properly executed and is included with this notice. The justification addresses the requirements of FAR 5.207(c)(15), reason for lack of competition.
