The 375 CONS hereby announces its intent to award a sole source BPA to Veolia North America, located in Sauget, IL. This procurement will be conducted under the authority of 41 U.S.C 3304(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Justification for Sole Source:
This determination is based on the unique requirements for secure sanitization of Sensitive Compartmented Information (SCI) Information Technology (IT) equipment. This requirement is driven by the Special Access Program Information Sanitization Process Registration (NAVY-2020-04). The Director of Security, Department of Navy Special Access Program Central Office (DON SAPCO), and the Senior Authorizing Official (SAO) DON SAPCO have specifically authorized Veolia North America's Sauget, IL facility for this purpose.
Government personnel validated the sanitization process and facility at Veolia North America, Sauget, IL through on-site testing and review. The facility meets all Department of Defense (DoD) standards for the sanitization of Sensitive Compartmented Information (SCI) Information Technology (IT) assets, as outlined in NAVY-2020-03.
Currently, Veolia North America, Sauget, IL is the only Air Force Plant Representative Office (AFPSI)/Joint Program security approved facility within the local area. While the Department of the Air Force (DAF) SAP Security Director previously approved nine (9) other commercial destruction facilities, the significant travel distance to these alternative locations renders them cost-prohibitive. Therefore, utilizing Veolia North America, Sauget, IL represents the most efficient and fiscally responsible solution for ensuring secure and compliant IT sanitization.
Anticipated Award:
This notice concerns the anticipated award of a five-year BPA) for IT Sanitization Services [KW1] at SAFB. Based on market research, NAVY-2020-04, and agency requirements, the Contracting Officer believes that Veolia North America, Sauget, IL is the only vendor capable of satisfying the specified needs. Listed below are previous contracts that have been awarded to Veolia North America, Sauget IL demonstrating their experience and past performance. as they are the only responsible source available located in the local area.

This notice serves as a formal announcement of 375 CONS intent to award a sole source award to Veolia North America. This is not a request for competitive proposals. Interested parties who believe they possess the capability to fulfill this requirement must submit evidence demonstrating their ability to do so.
