    REQUEST FOR INFORMATION-SOURCES SOUGHT This Sources Sought Notice SPE605-24-RFI-1003 is for information only and shall not be construed as a Solicitation, nor as an obligation on the part of Defense Logistics Agency Energy (DLA-Energy). The purpose of this Sources Sought Notice is to identify qualified businesses that are interested and capable of providing access to fuel at as many service stations in Italy at commercial fuel stations and to provide the credit cards (and manage the credit card services) for acceptance at all the service stations. The FSC used is: Petroleum Refineries – 9130. The NAICS codes are: Petroleum Refineries -324110 and Credit Card Issuing – 522210.  The deadline for responding to this Sources Sought Notice is November 10, 2023 @ 1:00 PM EST (Ft. Belvoir, VA Time) . In responding to this notice please provide your company name, email address, phone number, and name/location of fuel supplier. The four types of fuel that must be available at the service stations are: Gasoline, Premium, Unleaded (ULG)              NSN: 9130-01-527-5763      90,000,000 Liters Gasoline, Super Premium, Unleaded (SPG)     NSN: 9130-01-570-5326       2,462,155 Liters Diesel Fuel, 10 PPM SULF (SFD)                   NSN: 9140-01-556-9156      25,500,000 Liters Diesel Fuel, Low Temperature (SF1)               NSN: 9140-01-570-7022        2,251,582 Liters This requirement is two-fold: the fuel must be available for purchase at commercial gas stations throughout Italy by authorized personnel at agreed upon locations for a 4 ½ year period. In addition to the agreement to supply the fuel at these locations, the Prime contractor must provide credit cards for issue by the Navy Exchange as a means of payment. These cards will be issued to the authorized personnel by the Navy Exchange in Naples, Italy at the agreed upon commercial gas stations under the 1.8C Italy Credit Card Program and at the daily escalated price awarded. The credit cards used must be recognized by each station included in the agreement and will be for fuel purchases only. The Prime contractor must send credit card billing statements to the Navy Exchange billing office. The billing statement must display the deduction of the exception from the applicable country’s fuel tax for all issued credit card users billing statement. The Prime or prime’s credit card contractor must submit/allow access to all individual user charges for fuel to the Navy Exchange billing office. Additionally, offerors must be able to answer the following questions:  Card Requirement Can company provide individual fuel cards to support at least 15,000 to 18,000 users? Can the company fuel card provide Tax-Free fuel to authorized users at fueling stations? What is the timeline for replacement cards either due to lost, stolen or fraudulent charges? Does company fuel card provide PIN Code Security to prevent unauthorized use? Can the company fuel card be customized and printed/embossed with: At minimum provide Location/Facility issued to, Registered Tag Number, Card Number, Expiration Date, and additional information may be necessary. Can the company fuel card limit the fuel transactions in LITERS based upon ration system currently in place? Can company fuel card limit fuel transactions to Fuel Purchases Only? Can company offer English language customer service? Does company all access to website, Sales Center, and 24/7 customer telephone support center? Card Management How is information related to the company fuel card held confidential? Controlled by a secure credit card system? Does the credit card system process have a required user I.D. and password to control access to account? Can all records be maintained on file for at minimum three years? Can credit card system provide an auditable record of access, users, sales, etc. that can be made available? What is the timeframe for providing reporting requests? The credit card system capable of generating a monthly summary report including the total number of purchasers, total liters sold by product, etc. to be transmitted to the Customer monthly or as requested? Transition Period Can the credit card system import current user data system and test in advance to facilitate the transition from the current credit card system? What is the timeframe to issuing credit cards, testing issued credit cards, mailing to participants, and activating credit cards for fuel purchases? In the event the credit card system is out of order, how will the customer receive the necessary fuel?
