    Description

    TITLE OF CONTRACT: Veterans Health Administration (VHA) Dual Use Vehicle (DUV) -3 Paint and Body Work. BACKGROUND: Veterans Health Administration has acquired a fleet of DUV s to be used in various adaptive sports clinics such as the Creative Arts Festival, Wheelchair Games, Golden Age Games, Winter and Summer Sports Clinics, and the Disabled Golf Clinic. These assets have been turned over from different facilities rather than purchasing as new units as this would be more advantageous to government spending. However, these vehicles will require mechanical work to ensure roadworthiness and paint and body work to ensure its structural integrity before getting wrapped with graphics. STATEMENT OF NEED: VHA OEM has a DUV that was involved in a vehicle accident while enroute to the National Veterans Wheelchair Games. Requested services include body work, paint, glass repairs, side mirror replacement, and vinyl wrapping to match existing image designs. Additionally, OEM is requesting that all services performed are conducted within a 40-mile radius of the Martinsburg VA campus. The C&A requirements do not apply, a Security Accreditation Package is not required. OBJECTIVES: The service repair provider shall deliver specific actions as described below within this Statement of Need (SON) Repair and Refinish Front Cap The DUV will have the front cap damages repaired and primer / paint applied. The DUV will have graphics replaced to match existing design layout and color variations. The DUV will have the passenger side mirror replaced with new assembly and operationally tested to ensure proper function. Replace Passenger Side Windshield and Seal The DUV will have the passenger side windshield and seal replaced, ensuring proper fitment / alignment. Once replaced, the service shop will verify no water penetration or leaking. Replace Front Entry Door Screw Cap molding The DUV will have both forward and rearward screwcap molding replaced. Once replaced, decals will be replaced to match existing design layout and color variation. Passenger Side Repairs The DUV will have body damage repairs made to passenger side lower panels. Once repaired, graphics decals will be replaced to match existing design layout and color variation. The DUV will have passenger side (fixed) window replaced. Once replaced ensuring proper fitment / alignment. Once replaced, the service shop will verify no water penetration or leaking. The DUV will have both the screw cap track and molding replaced. Once replaced graphics will be applied to match existing design layout and color variation. Replace Driver Side Compartment Door Handle The DUV will have battery compartment (left) door handle replaced, ensuring proper fitment / alignment. The DUV will have graphics applied to match existing design layout and color variation. Repair and Refinish Rear Cap The DUV will have corrosion repaired to rear cap. Once repaired primer / paint will be applied. The DUV will have graphics applied to match existing design layout and color variation. The DUV will have (right) door latch / catch replaced and rivets inserted. The DUV will have (left) door latch / catch repaired and rivets inserted. Repair Wheelchair Lift Door The DUV will have the right rear wheelchair lift door skin removed, refabricated to meet original specifications and reinstalled. Once skin has been replaced, hardware / working components, and glass will have to be installed ensuring its proper fitment / alignment. The DUV will have decals applied to match existing design layout and color variation. Completion of work The provider of service will complete the repairs within thirty (30) working days from receiving the DUV from OEM and all repair parts from suppliers. Upon completion, OEM personnel will come to the repair site and retrieve the DUV. We recommend Transtek inc. to perform this work due to performing the estimate, their SAMS # is 575Y2. Warranty The service provider will generate a written explanation of repairs and terms of warranty once the equipment has been returned to OEM. Delivery of Unit When this repair has been approved and funded, the appropriate VHA OEM representative will ensure the service provider is notified and given the details of when the DUV will be delivered for repair.Â
