Does your company intend to submit a quote for this requirement?  Statement of Work San Diego VA Regional Office (377) PACS Preventive Maintenance and Software Support Agreements INTRODUCTION The purpose of this statement of work is to obtain a Preventive Maintenance (PM) and Software Support Agreements (SSAs) for the installed Physical Access Control System (PACS), Software House C-Cure 9000, and Closed-Circuit TV Surveillance Systems (Genetec, Victor and Video Edge NVR) for the San Diego VA Regional Office (VARO) at the following locations: 8620 Spectrum Center Blvd, San Diego 92123 23207 Sunnymead Blvd, Moreno Valley, CA 92553 SPECIFICATIONS The Government will consider the best value lease as including all equipment and the contractor shall provide the following type of services and schedules: Preventative Maintenance (PM): Provide annual inspection of all security equipment, through semi-annual visits. Services performed will provide system sustainability, continuity and optimization. Services will also include testing, inspecting and cleaning of equipment. The coverage must include critical components but not limited to the following parts: Software House iStar Controllers - Firmware versions verified, and testing of batteries and replacement, as required. C-CURE 9000 Series P Client Software - Ensure the system has the current versions of software by contacting Software House for updates. Also ensure all software service agreements are routinely renewed. Power Supplies - Check and verify fuse ratings. Record meter reading of voltage output. Check and replace batteries as required. Batteries - Installed within power supplies. Replace batteries between every 24 - 36 months and date code batteries with label. Providing written notice of batteries replacement. Door Hardware - Visually inspect and test operation of door hardware and related peripherals. This applies to maglocks, strikes, lever sets, and panic hardware internal rods, external rods, and hinges. Panel Enclosures - Visually inspect for condition of enclosures. Ensure cleanliness of enclosure interior. Wiring to be inspected for frayed wiring, labeling discrepancies and proper cable tying. Control panels identified on inside of door with proper system address. Card Readers - Operational performance, LED changes states properly, and the unit emits a beep tone accordingly on a valid card read. Unit is secured to wall and not loose. Ensure that reader technology and model is consistent with the VA s HSPD-12 standard. Request to Exit Sensors - Ensure that device is triggered in proper approach path toward exit door and the LED triggers when activated. Door Contacts - Ensure device is installed in the frame correctly and wiring behind the device is not exposed to the metal frame. Also ensure magnet within the door is seated properly. IP Cameras and NVR s (Network Video Recorders) To include semi-annual cleaning, functionally checks and firmware updates to address security issues. Entry Point (Slammer) - the vendor will take all reasonable efforts to ensure software compatibility with security updates and patches from Microsoft on supported operating systems. Bi-annual Preventative Maintenance Walkthroughs the vendor will conduct bi-annual preventative maintenance walkthroughs and provide written notice and report findings of the system. Software Support Agreements (SSA): The authorized dealer must employ Software House Factory and Tyco certified technicians as well as have a licensing agreement with the manufacturer for all future software enhancements, revisions and updates. The authorized dealer must also provide a valid SSA license for online and technical support issues and manage these licenses for all San Diego VARO applicable software. A lapse in SSA coverage or service would critically affect service performance and security at the VARO. Therefore, the authorized dealer must provide appropriate model and uplift information, ensuring annual renewal of services (e.g., Genetec license, CCURE SSA, Tyco SSA, etc.) and be conveniently located near the VARO to allow for timely service calls when security issues arise. Service Level Agreement (SLA): Must provide San Diego VARO with priority service response time for both security emergencies and non-emergencies. For example, security emergencies time of four (4) hours on-site for emergency conditions and next business day response for all others (normal business hour calls). Contract Option Years: San Diego VARO would prefer four option years for this contract covering the two locations listed above. PRODUCT DELIVERY Preventive Maintenance and Software Support Agreements support shall be provided Monday-Friday, 6:00 am - 6:00 pm and potentially weekends in security emergencies situations. PERIOD OF PERFORMANCE The period of performance is estimated to be: Base Year: (September 18, 2026, to September 17, 2027) Option year 1 (September 18, 2027, to September 17, 2028) Option year 2 (September 18, 2028, to September 17, 2029) Option year 3 (September 18, 2029, to September 17, 2030) Option year 4 (September 18, 2030, to September 17, 2031)
