Solicitation Notice W9127N26RA008 John Day Transportation and Site Access The U.S. Army Corps of Engineers, Portland District, has a requirement for a contractor to design and build transportation and site access improvements at the John Day Dam in preparation for the turbine rewind and generator replacement (TRGR) project at the site. The scope of work includes the design and construction of a new public access road, modifying the existing road from Interstate 84 to the dam, adding additional contractor staging space, a new guard station building, a new canopy, a new auxiliary monitoring building (AMS) building, and providing electrical and sewer connections for future TRGR construction trailers near the current service building. These improvements will ease access for heavy equipment, enhance traffic flow and increase safety and accessibility for employees, contractors, and visitors to the site. Acquisition Strategy: The solicitation will be a Request for Proposals (RFP). The factors used for proposal evaluation will be Past Performance, Technical Approach for Design-Build, Management Approach, Preliminary Design, and Price. This acquisition will result in a single fixed-price contract. Set Asides and Codes: This is a Small Business set-aside.
