JUSTIFICATION FOR AWARD A SOLE SOURCE CONTRACT FOR STRATEGIC COMMUNICATION OPERATIONAL SUPPORT

Services provide program-level communications expertise to develop strategic communications plans that include analyzing the information environment; describing current and upcoming phases of communications initiatives; identifying and developing goals and measurable objectives; creating strategies, tactics, and communications measurements; identifying and executing communications support for the DHA networks and Military Treatment Facilities; and defining analytics and metrics to measure performance and communication effectiveness and outcomes.  Efforts include social media programs, senior leader communications, content management, strategic outreach, media operations, brand oversight, website management, and broadcast and video production supporting the Assistant Secretary of Defense for Health Affairs (ASD(HA)) and the Director, Defense Health Agency.

The term of services is a 3-month base period and a 1-month option to continue support until the agency completes completitive procurement of a follow-on to contract HT001120D0005, order HT001125F0062, which ended July 29th, 2025.  The term of services also includes up to 6 months of extention under the authority at FAR 52.217-8, Option to Extend Services, to address schedule contingencies in the source selection effort.
