    Title: Kaiser Permanente Northern California (KPNC) Alcohol Registry

    Description

    This presolicitation notice is being published in accordance with the Federal Acquisition Regulations (FAR) Part 5.101. This presolicitation notice is a notice of intent to award a sole source contract. 

    The National Institutes of Health, National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to issue a sole source contract to update and analyze an established registry of patients with diagnosis of Alcohol Use Disorder (AUD) or alcohol misuse by leveraging comprehensive proprietary electronic health record (EHR)-based data within Kaiser Permanente Northern California (KPNC).   KPNC is an integrated health care system that provides primary and specialty care (including addiction medicine and psychiatry) internally and has a mature, fully developed EHR system, Kaiser Permanente HealthConnect™, that stores data collected throughout the full course of patient care since 2005. Longitudinal, multi-dimensional patient-level data can be obtained (including health service utilization, diagnoses, medications, laboratory tests, and responses to health questionnaires), providing a unique opportunity to study the onset and progression of alcohol problems, care provided during all phases (i.e., follow-up, management, continuity of care), and long-term outcomes such as recovery.  The KPNC registry will be used to evaluate the full course of alcohol problems, longitudinally and comprehensively, including early identification, initiation and engagement in treatment (including psychiatry, addiction medicine, and pharmacotherapy), and long-term outcomes (e.g., drinking, physical and mental well-being), which are critical to understanding recovery.

    However, all responsible sources may submit a capability statement demonstrating their ability to provide the requested registry or exception to purchase on a sole source basis, which shall be considered by the Government if received by Friday, March 17, 2026 at 3:00 PM, ET.

    Written responses to this presolicitation notice shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NIH will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

    This notice of intent is not a request for proposals (RFP); however, interested parties may identify their interest by sending capability statements in reference to this requirement no later than 3:00 PM EST on April 17, 2026, to Sarah Bank via email at sarah.bank@nih.gov and Lisa Schaupp at lisa.schaupp@nih.gov. All information shall be furnished at no cost or obligation to the government.
